The first floor of the main building consists of the welfare center and the main building. The welfare center is located on the left side of Korea Legal Aid Corporation, Records Workshop, Library, Warehouse, and Nonghyup. The main building is clockwise from the left to the disaster safety situation room, rest area, Video Information Integrated Control Center, Hall, PR Center, Cadastral Library, and Civil Service Department.

The second floor of the main building consists of a welfare center and a main building, which is connected through the hallway. The welfare center is located from the left, with the offices of the warehouse, kitchen, restaurant, and work council. The main building is clockwise from the left to the welfare center passageway, reception room, general affairs, deputy county chief, annex room, munitions room, first meeting room, safety management, culture and tourism department, driver's office, congratulatory team, and Saemaul sports department.

The 3rd floor of the main building is clockwise from the left to the residents' living support department, Dongguan Passway, Office of the Secretary, Office of the Director of Public Administration and Welfare, Office of the Director of Construction Safety, Planning and Audit, Women's Restroom, and Grand Auditorium (Stage, Broadcasting Room).

On the fourth floor of the main building, there is a social welfare department, a budget workshop, a video conference room, an urban planning department, and a construction department clockwise from the left.

On the fifth floor of the main building, there is a computer training center, a telecommunications room, a computer room, an information and communication room, an urban planning department, and a forest green department located clockwise from the left.

The waiting room and the land price workshop are located on the 6th floor of the main building.
